Leadership Team Biographies
Barbara Brandlin Hines PRESIDENT & CHIEF EXECUTIVE OFFICER
A fifth generation Californian and a native Angelino, Barbara Brandlin Hines was raised in the Wilshire District of Los Angeles. She holds a bachelor’s degree in Business Management from San Diego State University and a master’s degree in business administration, with an emphasis in accounting and finance, from the University of Southern California. Prior to joining QueensCare Health Centers, Ms. Hines was responsible for financing middle market companies as a Vice President at Wells Fargo Bank, N.A.
In 1993, after retiring from banking to raise her two children, Ms. Hines was recruited to join the board of St. Joseph’s Health Support Alliance, an affiliate of QueensCare and QueensCare Health Centers. She joined the staff of QueensCare in 1997 to establish the grant making program known as the Charitable Division. Over the years, her responsibilities increased to include management of several administrative areas as Executive Vice President and she was then appointed President and CEO effective July 1, 2009. Ms. Hines also serves on several boards and committees of QueensCare and QueensCare Health Centers.
Jennifer Polzin, PharmD CHIEF OPERATING OFFICER
Dr. Polzin is responsible for the overall operations, community outreach, compliance, and risk management for the QueensCare Health Centers’ network of community health centers. Prior to joining QueensCare Health Centers, Dr. Polzin was the Sr. Pharmacy Consultant, Medication Safety & Management at Kaiser Permanente where she served multiple roles for over 15 years, including interim Area Pharmacy Director for the Los Angeles Medical Center and Clinical Operations Manager for the Los Angeles Service Area. She also currently serves as Associate Volunteer Clinical Professor of the Schools of Pharmacy at the University of Western Pomona, University of Southern California, University of San Francisco, and University of the Pacific. She holds a doctorate of pharmacy from the University of Southern California and completed her pharmacy residency at Kaiser Los Angeles. She is a registered pharmacist with the state boards in California and Nevada.
Ms. Perard currently serves as the Vice President of Human Resources for QueensCare and QueensCare Health Centers. A strategic HR professional with more than 20 years experience, her expertise includes performance and talent management, leadership development, technology implementations and overall development of HR organizational initiatives in diverse organizations.
Eloisa earned a Bachelor Degree in Industrial and Organizational Psychology and a Master Degree in Business Administration with an emphasis in Human Resources Strategy. Perard holds both a Senior Professional in Human Resources (SPHR) and a Global Professional in Human Resources (GPHR) certification. She serves on the board of directors for the Professional in Human Resources (PIHRA) Foundation; and volunteers as a pro bono Account Director for the Taproot Foundation, directing professional teams in delivering Leadership Development & Strategic HR Practice projects for non-profit organizations.
