Cynthia Borders DIRECTOR OF BUSINESS SERVICES
Cynthia Borders joined QueensCare Health Centers in 2013 as the Director of Business Services. Ms. Borders has worked in the healthcare industry for 30 years with experience in medical billing and collections. Prior to joining QHC, she was Manager of Patient Account Services & Physician Credentialing for Vantage Oncology, responsible for overseeing activities of the central billing office. Ms. Borders received her bachelor’s degree from the University of Chicago, IL. During her free time Cynthia enjoys jogging at local beaches and spending time with her grandson.
Esther Chen, OD OPTOMETRY DIRECTOR
Dr. Esther Chen joined QueensCare and QueensCare Health Centers in 2001 after receiving her bachelor’s degree in Vision Science and Doctor of Optometry degree from the Southern California College of Optometry. She completed her internship at the Naval Air Station in Corpus Christi, Texas; the Veterans Administration hospital in Tucson, Arizona; and the Optometric Center of Los Angeles in South L.A. She currently manages QueensCare’s Mobile Vision Program and over sees operations for the Optometry Department at QueensCare Health Centers.
Arthur Doi CONTROLLER
A native Angelino, Arthur Doi joined QueensCare Health Centers in 2013 as the Controller, a newly created position for the organization. Mr. Doi has many years of experience in the financial field, most recently working for Aptium Oncology, Inc. as Director of Financial Analysis. Prior to that, Arthur spent 10 years with UniMed Management Company as Director of Finance. He received his bachelors of science in Accounting from Loyola Marymount University. When not in the office, Mr. Doi enjoys helping out constructing decorations for the local high school graduation party, going on daily walks with his faithful dog and spending time with his wife and two daughters.
Vivian Gonzales Rogoff, RN DIRECTOR OF OPERATIONS
A true Angelino, Vivian Gonzales-Rogoff was born and raised in East Los Angeles. She attended Los Angeles County + USC Medical Center School of Nursing and became a licensed Registered Nurse in 1992. She also holds a bachelor’s of science degree in Nursing from the University of Phoenix and she obtained her license as a Critical Care Registered Nurse by American Association of Critical Care Nurses in 1995. Over the last 21 years Ms. Gonzales-Rogoff has served in various direct patient care, managerial and directorial positions within the health care industry. Before her current tenure at QueensCare Health Centers, Ms. Gonzales-Rogoff lead the organization’s (at the time) seven health centers in quality comprehensive care as the Director of Operations from 2007 to 2008. She rejoined the QueensCare Health Centers family in 2012 as the Director of Nursing Services and took on her latest role as Director of Operation in 2013.
Cindy Juarez, MPH PROGRAM DIRECTOR, e.n.e.r.g.y.sm
Cindy Juarez holds a master’s degree in Public Health from the University of Southern California, Keck School of Medicine and is also a Certified Health Education Specialist (CHES). Over the past 10 years she has served in various managerial positions in health education. Before joining QHC, she planned and implemented health education and training programs for diverse populations with LA Care. Ms. Juarez joined QueensCare Health Centers in 2012 as the Program Director for QHC’s e.n.e.r.g.y. (eating nutritiously, exercising regularly, & growing “y”-isely) program.
Arnel Mendoza DIRECTOR OF INFORMATION SYSTEMS
Arnel Mendoza joined QueensCare Health Centers in 2013 as the Director of Information Systems. Mr. Mendoza has many years of experience in all aspects of information and technology systems. Prior to joining QHC, he was the Director of Information Technology at the University of Southern California Stevens Center for Innovation where he was responsible for the development and implementation of the IS systems vital to supporting the center’s mission. Mr. Mendoza is an avid runner and a foodie who loves discovering whole-in-the-wall restaurants.
Mae Padilla CORPORATE AUDIT & COMPLIANCE OFFICER
Mae Padilla joined QueensCare Health Centers in 2013 as the Corporate Audit & Compliance Officer. She is a Certified Internal Auditor (CIA) and comes from a background of financial accounting, internal/external auditing and enterprise risk services management. She worked for Applied Medical where she was the Corporate Internal Audit & Sarbanes-Oxley (SOX) Compliance Manager for their global operations. Prior to that, Mae was with Deloitte & Touché, LLP public accounting firm as their Audit & Enterprise Risk Services Manager for the Pacific Southwest region in their Healthcare & Life Sciences practice; and was the Director of Internal Audit for City of Hope National Medical Center and Beckman Research Institute. She holds a bachelor’s degree in Accounting from St. Leo University where she graduated Magna Cum Laude, completed three years of Nursing in the Bachelor of Science program at Old Dominion University and a master’s degree in Business Administration with honors from Troy State University. She enjoys spending her spare time from work with her husband and daughter on film/music production and photography as well as walking on the beach with her Maltese.
Emma Wolfe, MPH PROGRAM DIRECTOR, PEDIATRIC ASTHMA DISEASE MANAGEMENT PROGRAM
Emma Wolfe joined QueensCare Health Centers in 2007 as the Program Director for QHC’s Pediatric Asthma Disease Management Program (PADM). She has a background in management and holds a master’s degree in Public Health from the University of Southern California, Keck School of Medicine with an emphasis in global health leadership and management. She is also a Certified Health Education Specialist (CHES). Before joining QHC, Ms. Wolfe managed a boutique law firm specializing in medical malpractice defense. In 2007, she completed a public health internship in India studying the country’s response to the HIV/AIDS epidemic and conducting an analysis of its non-governmental organization sector.
